I'm getting to have two parts to my presentation. 00:56:00.718 --> 00:56:07.061 First, an update on the status of the events, and second, providing a 00:56:07.073 --> 00:56:13.409 little bit of information on the State response and what we have been 00:56:13.421 --> 00:56:20.042 doing to monitor the event. The weather events began on Wednesday, early 00:56:20.054 --> 00:56:26.473 morning. So at night, between Tuesday and Wednesday, and it started in 00:56:26.485 --> 00:56:33.007 Northern California, and then it's been moving through the states. It's 00:56:33.019 --> 00:56:39.173 forecasted to last through Friday afternoon in Southern California. 00:56:39.185 --> 00:56:45.622 Just to give you some numbers in PG&E territory, there are 29 counties 00:56:45.634 --> 00:56:51.966 that have been impacted by the events. When PG&E activated their PSPS 00:56:51.978 --> 00:56:58.140 protocol, their estimates for the number of customers that would be 00:56:58.152 --> 00:57:04.762 impacted were over 700,000. They began de-energizing on Wednesday, early 00:57:04.774 --> 00:57:11.124 morning, and have progressed since then, with different events within 00:57:11.136 --> 00:57:17.645 this larger event who shut off customers as the weather forecast moved. 00:57:17.657 --> 00:57:23.907 Currently, we're just under 600,000 customers that are out of power, 00:57:23.919 --> 00:57:30.616 and it’s the counties that are impacted tracked from Northern California, 00:57:30.628 --> 00:57:36.702 Northern Central Sierras through the Wine Country counties all the 00:57:36.714 --> 00:57:43.135 way to Kern. The weather is now moving out of the Northern California. 00:57:43.147 --> 00:57:49.309 So PG&E has began re-energizing parts of Humboldt area, but they're 00:57:49.321 --> 00:57:55.658 still continuing deenergizing some additional areas potentially later 00:57:55.670 --> 00:58:02.019 on today. So we may still see the total customer impact reach the 700 00:58:02.031 --> 00:58:08.361 thousand customers that was projected earlier. Now, for SCE, they had 00:58:08.373 --> 00:58:15.077 some deenergization events. Yesterday. They were forecasting six counties 00:58:15.089 --> 00:58:21.606 impacted throughout the service territory, including Kern, Los Angeles, 00:58:21.618 --> 00:58:27.966 Riverside, San Bernardino, Ventura, Orange. So pretty much throughout 00:58:27.978 --> 00:58:34.673 the major bulk of this service territory. They deenergized a few circuits 00:58:34.685 --> 00:58:40.939 in Kern County yesterday, and then at this point, the total customer 00:58:40.951 --> 00:58:47.108 impact is 4.5 thousand customers, 4500 customers, and its primarily 00:58:47.120 --> 00:58:53.380 in San Bernardino County with a smaller impact in Kern and they just 00:58:53.392 --> 00:58:59.991 also initiated an event in Ventura County. They're continuing to monitor 00:59:00.003 --> 00:59:06.434 the weather. The bulk of the projection on the forecast of the weather 00:59:06.446 --> 00:59:12.598 events in Southern California was to start later on on Thursday and 00:59:12.610 --> 00:59:18.956 go through Friday. So again, at this point, it is still possible that 00:59:18.968 --> 00:59:25.299 we will see the full 200,000 customer impact in SCE territory as they 00:59:25.311 --> 00:59:31.744 were projecting earlier. SDG&E has also their PSPS protocol activated. 00:59:31.756 --> 00:59:38.183 They were forecasting the weather events for them to start late in the 00:59:38.195 --> 00:59:44.453 afternoon on Thursday and go through Friday. The impact in the SDG&E 00:59:44.465 --> 00:59:50.704 territory is in San Diego County. Their total projection’s around 32 00:59:50.716 --> 00:59:57.329 thousands customers. They have not to this moment deenergized anyone. So 00:59:57.341 --> 01:00:03.858 major event, the largest PSPS event that we've experienced in the state 01:00:03.870 --> 01:00:10.126 of California to date. We've taken this very seriously at all levels 01:00:10.138 --> 01:00:16.652 of staff across the different agencies. PUC has had someone embedded in 01:00:16.664 --> 01:00:22.917 PG&E's Emergency Operations Center since Monday. I've been there for 01:00:22.929 --> 01:00:29.358 several days. Right now, we have somebody else covering that shift. We 01:00:29.370 --> 01:00:35.993 also have a PUC employee at the CalOES State Operations center to assist 01:00:36.005 --> 01:00:42.514 with response. CalOES and CalFire also had the representatives embedded 01:00:42.526 --> 01:00:48.595 in PG&E’s emergency operation center to facilitate all of us, both 01:00:48.607 --> 01:00:55.123 reviewing PG&E's actions but most importantly, trying to do what we can 01:00:55.135 --> 01:01:01.572 to resolve issues on the fly and ensure public safety. So just to give 01:01:01.584 --> 01:01:07.734 you a sense of what the kind of issues that we work on, our concern 01:01:07.746 --> 01:01:14.089 is for public safety and doing everything that we can to minimize the 01:01:14.101 --> 01:01:20.529 impact of these very serious events. Some of the issues that have come 01:01:20.541 --> 01:01:26.981 up is the coordination between PG&E and counties and local government. 01:01:26.993 --> 01:01:33.414 So there’ve been a lot of challenges just in how that's being working, 01:01:33.426 --> 01:01:39.768 and we've been doing what we can to monitor what's happening, suggest 01:01:39.780 --> 01:01:46.297 recommendations for how to adjust the process as the events unfold. And 01:01:46.309 --> 01:01:52.839 also just assisting with dissemination of information. So, for example, 01:01:52.851 --> 01:01:59.184 one of the top challenges in these events is protection of vulnerable 01:01:59.196 --> 01:02:05.359 populations. So there are customers who are identified as medically 01:02:05.371 --> 01:02:11.982 dependent on energy infrastructure. So through CalOES, we coordinate the 01:02:11.994 --> 01:02:18.164 utilities outreach to those customers, plus any support that may be 01:02:18.176 --> 01:02:24.592 needed from local emergency response personnel to assure their safety. 01:02:24.604 --> 01:02:30.671 And so exchanging a lot of the information around that of who is a 01:02:30.683 --> 01:02:37.287 utility been able to reach? Who hasn't been reached? Where does somebody 01:02:37.299 --> 01:02:43.643 need to physically go out and ensure somebody's safety? Help them out 01:02:43.655 --> 01:02:50.165 if they're in harm's way? So that's a major part of the operation. Then 01:02:50.177 --> 01:02:56.246 it's also identifying critical facilities. So it could be anything 01:02:56.258 --> 01:03:02.956 from tunnels, critical transportation infrastructure, schools, hospitals, 01:03:02.968 --> 01:03:09.043 jails, other telecommunications facility, checking in with them on 01:03:09.055 --> 01:03:15.745 how much backup generation that they have. If they don't have generation, 01:03:15.757 --> 01:03:22.097 making sure that either they're provided that generation through PG&E 01:03:22.109 --> 01:03:28.442 or other means. We've had generation coming to California from out of 01:03:28.454 --> 01:03:34.709 states. There's been some logistical challenges around that. Working 01:03:34.721 --> 01:03:41.414 with Air Resources Board on the air regulations that apply to distributed 01:03:41.426 --> 01:03:46.953 generation, making sure that the permitting allows for those 01:03:46.965 --> 01:03:53.846 facilities to actually run. There's distributed generation, the facilities, 01:03:53.858 --> 01:04:00.116 then also, there's a major impact on the transportation network from 01:04:00.128 --> 01:04:06.726 deenergization, including a rail that we oversee with loss of power, you 01:04:06.738 --> 01:04:12.987 lose signaling on the rail system and the crossings warnings. So for 01:04:12.999 --> 01:04:19.603 at-grade crossings, the regulation is that if the signaling is down, the 01:04:19.615 --> 01:04:25.870 train has to come to a complete stop at every crossing, and the crew 01:04:25.882 --> 01:04:32.121 has to get out and flag the crossing until the train has cleared it. 01:04:32.133 --> 01:04:38.475 And then for areas where the signaling is down, the train has to slow 01:04:38.487 --> 01:04:44.732 and work with dispatch to get clearance to pass. So part of our rail 01:04:44.744 --> 01:04:51.273 safety team has been working with CalOES and with the rail operators to 01:04:51.285 --> 01:04:57.704 make sure that they're aware of PSPS and that again, all of these kind 01:04:57.716 --> 01:05:04.328 of issues get resolved. There's being the impact on transmission system. 01:05:04.340 --> 01:05:10.040 PG&E has shut off power. In the footprints of the event was 97 01:05:10.052 --> 01:05:16.761 transmission lines. So there's a significant coordination needed with the 01:05:16.773 --> 01:05:23.648 Kiso to ensure that the impact states stays localized and doesn't propagate 01:05:23.660 --> 01:05:29.823 through transmission system. So we have a role in that coordination 01:05:29.835 --> 01:05:36.263 and oversight of that as well. And then an example of just an emergent 01:05:36.275 --> 01:05:42.442 issue that we also were monitoring very closely was the loss of the 01:05:42.454 --> 01:05:49.143 website’s capabilities, specifically of PG&E, there was some slow down on 01:05:49.155 --> 01:05:55.585 SCE’s site as well how due to the volume of traffic that the utilities 01:05:55.597 --> 01:06:01.748 were experiencing. This is a major concern for everybody engaged in 01:06:01.760 --> 01:06:08.286 this events. It was the loss of ability to provide information. So, you 01:06:08.298 --> 01:06:14.808 know, we were working on that issue and figuring out workarounds of how 01:06:14.820 --> 01:06:21.071 this information can be distributed. Now, just wrapping this up with 01:06:21.083 --> 01:06:27.782 restoration, which is the final phase of these PSPS events, we're looking 01:06:27.794 --> 01:06:33.778 for the weather to clear from the states by the end of the day on 01:06:33.790 --> 01:06:40.571 Friday. It's very hard to predict how long restorations because it depends 01:06:40.583 --> 01:06:46.924 on the amount of damage from the event itself. Rule of thumb is about 01:06:46.936 --> 01:06:53.270 48 hours, but in some situations that could take longer, if there was 01:06:53.282 --> 01:07:00.263 significant damage, utilities have to re-inspect all of their infrastructure 01:07:00.275 --> 01:07:06.605 before they reenergize it. Since the most significant events in terms 01:07:06.617 --> 01:07:12.688 of customer impact on territory with PG&E, they also have the most 01:07:12.700 --> 01:07:19.128 complex restoration. They have 2400 miles of transmission that was out 01:07:19.140 --> 01:07:25.398 and 24,000 miles of distribution lines, so that's a very significant 01:07:25.410 --> 01:07:32.009 amount of infrastructure to patrol. They have 45 helicopters that are on 01:07:32.021 --> 01:07:38.361 standby to do the aerial patrols. And over six thousands personnel of 01:07:38.373 --> 01:07:44.797 crews, they have to be trained in electric system. So those are people 01:07:44.809 --> 01:07:51.063 who are qualified to actually work on this. So that will be the sort 01:07:51.075 --> 01:07:57.587 of final phase of this event is doing the restoration work, and we will 01:07:57.599 --> 01:08:03.941 continue to monitor with all of the state partners of how it’s going. 01:08:03.953 --> 01:08:10.289 And I just also wanted to finish up by just thanking all of the state 01:08:10.301 --> 01:08:16.559 agencies that have come together in the partnership and the work off 01:08:16.571 --> 01:08:23.081 CalOES and CalFire, in particular, for keeping the public safe. Importantly, PG&E 01:30:09.037 --> 01:30:14.082 has incorporated the results from the RAMP process in its Test Year for 01:30:14.094 --> 01:30:18.870 the 2020 general rate case, and that's why we closed the proceeding 01:30:18.882 --> 01:30:23.987 here. The Safety and Enforcement division also identified some important 01:30:23.999 --> 01:30:28.906 areas for improvement. So it's super complicated. Commissioner Randolph highlighted the complexities 01:41:32.616 --> 01:41:36.683 here, and I want to know what the story, the alternate 01:41:36.695 --> 01:41:41.560 resolution differs from the original resolution only with respect 01:41:41.572 --> 01:41:45.784 to this issue that commissioner Randolph identified, the 01:41:45.796 --> 01:41:50.371 incentives claimed by SoCal gas for their codes and standards 01:41:50.383 --> 01:41:54.971 advocacy. As I said, incentives are not based 01:42:49.156 --> 01:42:53.726 on the results achieved here, actually, just based on a quote 01:42:53.738 --> 01:42:58.542 unquote management fee, that's a percentage of the expenditures. 01:42:58.554 --> 01:43:02.613 And what happened here is the parties of raised, to my 01:43:02.625 --> 01:43:06.917 mind, some very serious questions as to whether SoCal Gas 01:43:06.929 --> 01:43:11.492 followed our intent in their 2016 and 2017 activities when it 01:43:11.504 --> 01:43:16.079 actually advocated against stricter standards that would save 01:43:16.091 --> 01:43:20.734 energy. So what the decision does again is it would direct the 01:43:20.746 --> 01:43:25.106 opening of an order to show cause in the energy efficiency 01:43:25.118 --> 01:43:29.684 proceeding to determine if SoCal Gas did that. And if it did, 01:43:29.696 --> 01:43:34.126 whether the contested incentives awards for 2016 and 2017’s 01:43:34.138 --> 01:43:38.858 appropriate, as well as whether the rate payer funding in those 01:43:38.870 --> 01:43:43.158 years is appropriate. As Commissioner Randolph indicated, 01:43:43.170 --> 01:43:47.809 there's an existing order to show cause, and it makes sense if 01:43:47.821 --> 01:43:52.250 this alternate is approved, that those proceedings would be 01:43:52.262 --> 01:43:56.832 consolidated and to reiterate what Commissioner Randolph said 01:43:56.844 --> 01:44:01.205 very briefly, in a decision last year, in which there were 01:44:01.217 --> 01:44:05.933 allegations made that SOCO gas had used its codes and standards 01:44:05.945 --> 01:44:10.155 at advocacy to argue against stricter standards that was 01:44:10.167 --> 01:44:14.666 result in energy savings. We issued a decision agreeing with 01:44:14.678 --> 01:44:19.486 those allegations, finding that SoCal gas had not used ratepayer 01:44:19.498 --> 01:44:24.135 fundings to advocate for stricter codes and standards. We did not, in 01:44:55.524 --> 01:45:00.015 that 2018 decision as Commissioner Randolph said, explicitly 01:45:00.027 --> 01:45:04.604 determine whether the 2016 and 2017 activities had explicitly 01:45:04.616 --> 01:45:09.040 violated any of our prior orders or decision. There's a lot of 01:46:38.892 --> 01:46:43.760 good faith views of what the program would accomplish. I 01:46:43.772 --> 01:46:49.507 appreciate the recent concerns expressed about Southern California 01:46:49.519 --> 01:46:54.736 Gas's alleged activities. More recently and back during that 01:46:54.748 --> 01:47:00.318 period of time that we are looking at now, you know, the alleged 01:47:00.330 --> 01:47:05.280 activities about arguing against more stringent codes and 01:47:05.292 --> 01:47:10.853 standards and how those may run counter to our Commission intent 01:47:10.865 --> 01:47:16.163 with the program and overall, in terms of efficiencies in the 01:47:16.175 --> 01:47:21.570 natural gas arena. And also cultural competency that 02:18:08.852 --> 02:18:13.053 was very important in getting the message across and 02:18:13.065 --> 02:18:17.279 supporting those customers. So following that set of 02:18:17.291 --> 02:18:21.569 guidance which have listed here, the Team program was 02:18:21.581 --> 02:18:25.950 launched in 2008. That was a Telco program. It led to, 02:18:25.962 --> 02:18:30.167 it was a great deal of support for that program. And 02:18:30.179 --> 02:18:34.395 it also became very, very apparent that as community 02:18:34.407 --> 02:18:38.525 members also needed help with their energy bills as 02:18:38.537 --> 02:18:42.825 well. So the Changes was launched as a pilot in 2011. 02:18:42.837 --> 02:18:47.199 Following successful evaluation it launched, the first 02:18:47.211 --> 02:18:51.108 time as a permanent program, in 2016. And it was 02:18:51.120 --> 02:18:55.161 also evaluated again last year, found to have very 02:18:55.173 --> 02:18:59.464 positive return on investment for ratepayer funds and 02:18:59.476 --> 02:19:03.523 it's been a well-supported program. We also have subcontractors for 02:20:40.298 --> 02:20:44.467 database development, outreach materials, incentive 02:20:44.479 --> 02:20:48.964 materials and things like that. Our 28 member coalition 02:20:48.976 --> 02:20:53.472 of CBO's actually has 74 service offices throughout the 02:20:53.484 --> 02:20:58.122 state, and so services can be provided at any of those 74 02:20:58.134 --> 02:21:02.864 offices. And we target communities that are high immigrant 02:21:02.876 --> 02:21:07.198 populations, particularly emerging populations. So we 02:21:07.210 --> 02:21:11.705 need to look at refugee resettlement numbers, secondary 02:21:11.717 --> 02:21:16.117 migration projections, all of those kinds of things to 02:21:16.129 --> 02:21:20.461 make sure that the most vulnerable communities, those 02:21:20.473 --> 02:21:24.718 with the least number of services and least language 02:21:24.730 --> 02:21:29.067 access are getting served. So if we look at that. And what we're looking at is being able to target 02:24:26.520 --> 02:24:30.996 populations or target CBO's that might be in areas that 02:24:31.008 --> 02:24:35.575 are adjacent to LADWP. So a couple of years ago, because 02:24:35.587 --> 02:24:39.988 City of Glendale provides electric service, but people 02:24:40.000 --> 02:24:43.931 in Glendale still use SoCal Gas, We were able to 02:24:43.943 --> 02:24:48.582 find a CBO that is adjacent so that now we have been able 02:24:48.594 --> 02:24:53.004 to serve the Armenian population, which is the largest 02:24:53.016 --> 02:24:57.420 refugee population in Los Angeles, and you'll see that 02:24:57.432 --> 02:25:01.607 they're in Glendale now. Those are cities, that's a 02:25:01.619 --> 02:25:06.333 city with one of the most cases now. So what we're finding 02:25:06.345 --> 02:25:10.431 is that if we are able to expand CBO's, we want to 02:25:10.443 --> 02:25:14.683 go into areas that are not being served. My personal 02:25:14.695 --> 02:25:19.027 preference would be the next one would be in the Long 02:25:19.039 --> 02:25:23.195 Beach-Carson area because we've got a heavy Tagalog 02:25:23.207 --> 02:25:27.937 speaking population. Obviously, it's the biggest Cambodian 02:25:27.949 --> 02:25:32.272 population in Southern California. So when we do find 02:25:32.284 --> 02:25:36.860 additional resources, we want to look at places that are 02:25:36.872 --> 02:25:41.187 adjacent to areas that we can't serve so we can reach 02:25:41.199 --> 02:25:45.687 the most people and those that are the most vulnerable. 02:25:45.699 --> 02:25:49.780 Last year, we provided a services in 191 different 02:25:49.792 --> 02:25:54.366 cities, and those are the cities that are the most, that 02:25:54.378 --> 02:25:58.697 have the most cases.
